APPROVAL OF DLGS RED II, CIB: “LAID THE FOUNDATIONS FOR THE DEVELOPMENT OF AGRICULTURAL BIOMETHANE”

Lodi (LO), November 05, 2021 – CIB-Consorzio Italiano Biogas expresses satisfaction with the approval by the Council of Ministers of the Legislative Decree implementing RED II on the promotion of the use of renewable sources. The regulation, in addition to transposing the provisions of the EU directive on the development of renewable energy, introduces the first elements of implementation of projects and reforms of the National Recovery and Resilience Plan (NRRP) including those dedicated to the development of biomethane.

Updating sustainability provisions, establishing a system to support the biomethane production that is independent of its use in the transportation sector or other uses and that will be valid until at least June 30, 2026, revision of the system of guarantees of origin are some of the new features of greatest interest, with regard to biogas and biomethane production in agricultural sphere, contained in the regulation.

“This measure is a decisive first step towards achieving the decarbonization objectives set at European and national level and the targets envisaged by the National Recovery and Resilience Plan, as well as being of fundamental importance for kick-starting the investments that will have to be made in a very short timeframe,” – says Piero Gattoni, President of the CIB-Consorzio Italiano Biogas – “The biomethane project represents a great opportunity for the country system, because it provides a tool to make the path of ecological transition of the agro-industrial sector and industrial sectors more effective and sustainable
with thermal consumption of difficult to electrify, which represent excellences of our Made in Italy.”

Following this approval, the PNRR’s implementing regulations are to be completed by a
decree of the Minister of Ecological Transition, which will have to be notified to Brussels in a very
very quickly in order to meet the timelines set out in the plan itself.
“We hope for broad involvement of all stakeholders in the process of defining the
implementing provisions,” Gattoni concludes, “to limit any possible obstacles to the realization of the
investments envisaged by the NRP.”
